Under Public Act 197 of 1975 MCL 125.1654(5) any downtown development authority is required to publicize its expense items on a monthly basis: "All expense items of the authority shall be publicized monthly and the financial records shall always be open to the public." The Ann Arbor DDA does not appear to have even complied with that requirement. So I filed a request under FOIA for all DDA check registers, which contain at least a subset of the expense items that the DDA is required under Act 197 to publicize anyway.
