This memorandum is intended to provide general information with respect to the limitations on “private business use” of the City of Ann Arbor’s parking facilities financed with outstanding federally tax-advantaged bond issues (i.e., tax-exempt and tax credit bond issues). It was sent to Tom Crawford, the City of Ann Arbor CFO, on August 9, 2012, and it was prepared by the law firm of Dykema Gossett.

The Ann Arbor City Council voted in March 2014 to waive attorney-client privilege and publish this memo. This copy was obtained via a FOIA request by the Ann Arbor Chronicle that was fulfilled after the privilege was waived.
