The application stated, "Based on the crash patterns, the WCRC is proposing targeted tree removal, trimming, and clearing on North Territorial Road between Spencer Road and Gotfredson Road. Bringing the guardrail up to standard requires a wider cross-section at the bridge over Wagner Drain, thus a replacement of the short span bridge with a concrete box culvert is required and included as part of the project. These improvements address the prevailing crash type and are expected to improve safety significantly along North Territorial Road."
