On May 21, 2018, the Ann Arbor City Council approved R-18-183, Resolution to Approve the Collective Bargaining Agreement with the Command Officers Association of Michigan (COAM), effective January 1, 2018 - December 31, 2020.

The second resolved clause reads:

Whereas, The parties have reached a settlement on a new agreement, which includes a three year term (January 1, 2018 to December 31, 2020).

I have asked several times for a copy of this "new agreement", and have been rejected by the Clerk's office each time stating that the agreement does not exist in any form; yet R-18-183 clearly spells out this agreement as though it had been completed.

This collection of documents includes FOIA correspondence with the City Clerk and City Administrator. An appeal was denied.
